Commissioner For Insurance

Olorundare Sunday Thomas appointment as the substantive Commissioner for Insurance and Chief Executive Officer of the National Insurance Commission (NAICOM), Nigeria became effective April 30, 2020; having been appointed in acting capacity in Aug, 2019 following the expiration of the tenure of Mr. M U Kari, the former Commissioner for Insurance.

Prior to this appointment, Thomas was the Deputy Commissioner in charge of technical matters at the Commission between April 2017 and August 2019.
Mr. Thomas is a thorough-bred insurance professional with vast knowledge and experience in underwriting, regulation and hands-on management of human and material resources spanning over four decades uninterrupted.

During these years, Mr. Thomas had traversed the entire insurance sector in Nigeria leaving indelible marks along the way. It is instructive to note that Mr. O. S. Thomas (as widely known) as Director – General of the Nigerian Insurers Association (NIA) between May 2010 and April 2017, brought his experience to bear on the job. It is to his credit that the Association successfully developed and deployed the Nigeria Insurance Industry Database (NIID) platform.

He holds a BSc (Hons) in Actuarial Science and an MBA Finance both from the University of Lagos. He is also an Associate member of the Chartered Insurance Institute, London and Nigeria, Member Society of Fellows of the CII London, Member Nigeria Institute of Management among others.

Mr. Thomas is a lover of Tennis and he is happily married with children.


Sabiu Bello Abubakar

Deputy Commissioner, Technical (DCT)

Mr. Sabiu Bello Abubakar FCIIN, ACIIN, MNIMwas appointed by President Muhammadu Buhari, GCFR as Deputy Commissioner, Technical (DCT) of the National Insurance Commission (NAICOM) on July 17, 2020. Prior this appointment, he was the Executive Director, Operations & Training at Jaiz Takaful Insurance Plc.

The DCT is a professional manager with over 28 years work experience in the Insurance industry, serving in various capacities. He started his work career at Nigeria Insurance Corporation (NICON) in 1991; worked with a number of other insurance Companies in Nigeria such as Industrial & General Insurance Company (IGI) and Cornerstone Insurance Plc.

Mr. Abubakar picked his first appointment with NAICOM in 2009 as a Senior Manager and rose to become an Assistant Director and Head of Market Development. He left the Commission in 2017 to join Jaiz Takaful Insurance Plc.

A prominent advocate of financial inclusion and Insurance market development in Nigeria,Mr. Abubakar has special skills in business management and ethics, vast experience in insurance regulation, Oil and Energy Insurance.

He is a Fellow of both the Chartered Insurance Institute of Nigeria (CIIN) and Chartered Insurance Institute of London; as well as an Associate Member of the Nigeria Institute of Management. He holds a Bachelor Degree in Education from the Usmanu Danfodiyo University, Sokoto and an MBA in Finance from Bayero University, Kano.

Mr. Abubakar is happily married with children.     



Oba, Olufemi Oluniyi, FCA

Deputy Commissioner, Finance and Administration (DCF&A)

Mr. Oba Olufemi Oluniyi was appointed Deputy Commissioner for Insurance, Finance and Administration of the National Insurance Commission (NAICOM) by His Excellency President Muhammadu Buhari, GCFR on July 17, 2020. Prior his appointment by the President,he was the Director, Finance and Accountsin the Commission.

He joined the Commission as a Senior Manager in 1997 and held several managerial positions in the process;Head, Internal Audit, Director, Supervision and Director Finance and Accounts respectively.

Mr. Oba is a vastly experienced professional with over 30 years of uninterrupted service covering Banking, Manufacturing, Oil & Gas, Engineering and Insurance. Some of the institutions where he did ply his trade at different times include: Olusola Adekanola & Co, Merchant Banking Corporation (MBC), KPMG Peat Marwick Ani Ogunde & Co, etc.

He has also participated in several Committees that span across the insurance industry and the financial services sector at large; representing the Commission on the Boards of many companies.

The DCF&A holds a BSc in Economics from the University of Ibadan and, professional qualifications from the Institute of Chartered Accountants of Nigeria (ICAN) and Chartered Institute of Taxation of Nigeria (CITN) among other professional bodies.
